find a forum you know alot about, have 30 post in that forum an there is a opening for a mod there then click the apply to be mod link.

All you do is have at least 30 posts in a certain forum(Doesn't matter which.), been a member for at least one month. Once that's done you apply and give reasons why you should be a Moderator. Wait for a certain amount of time and you can get promoted. Forums might not accept applications if the forum has enough mods.
