Dawnguard is the first DLC out for Skyrim.

Yeah archery is really powerful, invest a few perks into it and its one of the strongest skills.

There isn't really a major need to level up destruction or any magic as you can always just count on the usage of scrolls that allow you to use even the most powerful spells. Resoration is really the only must have magic. And yeah spells do suck, destruction is way under levelled then again you can just spam ice spells at people to stop them from moving.

I don't really understand scrolls. Do they work just like the spell tomes?

They are a one time use for a specific spell, says which in name, that take a few seconds to work after activation. pretty much a one use and non-recharable staff. So kinda. Most of the time they are for more advanced spells, expert and master skill level ones.

I never really used that that much either, only use in oblivion was the duplication glitch. Scrolls only real use is that they are mostly for expert/master level spells in Alteration and Illusion skills. Since staffs are generally for lower ends of skills.
