So go to the Cerulean Cave in Cerulean City, train on the wild pokemon there, and while you are at it, catch mewtwo.

well I tried catching mewtwo but I used max repels to get to him...... (and I didn't catch him)

well it's not what you think I did save in front of him but every time I battled him I couldn't catch him so I just left to get more pokeballs but I never went back
